Charles has been a leader in design and project management of health care facilities for more than 30 years in numerous roles, including practicing architect, health facility executive, and consultant. He served for more than a decade on the New York Department of Health’s Construction Standards Advisory Group. Beginning in 2011, when he joined the Health Guidelines Revision Committee (HGRC), Charles has applied his valuable knowledge and expertise to the development of the FGI Guidelines. Whenever presented with an assignment from FGI or the HGRC, he has graciously accepted the challenge.

Charles became a member of the FGI Benefit-Cost Committee (BCC) in 2015 and served as its co-chair from 2019 through 2022. During this time, he was at the forefront of the effort to capture broader, more detailed information on the impact of proposed changes to the Guidelines documents. Charles worked closely with co-chair Walter Jones, PE, LEED AP, to assure HGRC members had access to information on clinical benefits as well as first and operational costs when evaluating proposals and comments to revise the Guidelines documents.

When FGI received requests for guidance on setting up temporary facilities and adapting existing facilities to meet the needs of the COVID-19 pandemic, Charles volunteered to chair the modular construction subcommittee of the FGI Emergency Conditions Committee.

In 2022, when called upon to volunteer once again, Charles accepted the opportunity to serve as vice chair of the 2026 HGRC. In all assignments, Charles leads with wit, humor, and heart while displaying a strong and steady commitment to FGI and the work of the HGRC.
